I am desperately seeking your expertise regarding a critical performance issue with my Dell Latitude E6440’s dedicated GPU.

The Critical Problem:
My GPU core clock remains permanently locked at 400 MHz (idle speed) even under 99% load, while it should reach 1000 MHz. This devastating limitation cuts my gaming performance to less than half.
