Dell Inspiron 7559 couldn't open Me Region dump in Flash Image tool

Laptop got two chips one is for ME and another one is with EC and bios.
Chip with ME failed. I have replace a chip and put ME dump from different laptop.
Fans spinning at full speed, dump need to cleaned. BUt flash image tool have a problem with file and won’t open it.
I have tried to clean it in HxD but same effect, fans at full.

Dump both SPI chips, merge them and then follow the Engine CleanUp Guide.
