You cannot use any mod+signed storage driver, if you are goig to install the OS.
The OS Setup accepts only WHQL certified drivers at this early stage. You have to import the Win-RAID CA Certificate, but this is only possible once the OS is completely up and running.
Hi I know this post is old but I have one question I use Modded AMD Nimez Terascale drivers and I asked developer if it’s possible to add more features without breaking WHQL what I mean by more features-modify amd kernel drivers without breaking WHQL he said without the certificate key we can’t do anything and the problem many games, software with anticheat will detect it as virus or unsafe file with broken WHQL so this is why I’m asking if it’s possible to modify AMD kernel drivers without breaking WHQL many thanks in advance for helping

Each modification of any file, which is part of the driverpack, breaks the driver’s WHQL stamp.
After the modification you have an unsigned driver. At best you can give the modified driver a new digital signature (you need a trustworthy Certificate for it), but Microsoft’s WHQL stamp will be lost forever.
