Now I can turn off my computer using the shutdown option (or the shutdown command), and turn it on later using the Wake-On-LAN function. However, if I completely lose power, the computer won’t turn on again until I physically press the button (after power is restored, of course)
P.S. I followed all the requirements of the WOL, in the BIOS settings the inclusion “after off Power” is disabled, “erp ready” is disabled. I am using the latest bios available version from the official site (beta status).

“Comedian’s” stage’s lies somewhere else sir…you’ll have no performance/public “ovation” here.
EDIT: My comment on this subject follows your initial post and later edited by you…:
" I set up the Wake on Lan, but when the power supply is disconnected from the mains (by a Switch or completely deenergized), then the motherboard stops accepting magic packets, you will have to turn it on manually, after that it starts working. I’ve heard that you can tweak the del>BIOS to avoid this.
I saw a bios somewhere from a person who is on the MSI motherboard , fixed this problem, the manufacturer does not fix the problem at all, you will have to do it yourself.
The fact is that after restoring power, the motherboard , ethernet port does not light up, the fact is that the motherboard stops receiving the necessary current.
You can set an option to start the system after power loss. however you would then need a script to shutdown the system.
