I have an i5 2400S processor which drops to 2.6 Ghz when loaded on all cores. I want it to turbo boost to 3.3 Ghz on all cores. I have tried setting the max TDP in the bios and Throttle Stop, but it doesn’t work. Throttle Stop shows a lock icon next to the MSR TDP and does not allow me to change its values. Weird thing is that even the bios settings have no effect on the values that Throttle Stop shows (and the CPU behavior).
So far I unsuccessfully tried changing the hidden Power Limit Control settings (via AMIBCP) as well as several different bios versions. Any ideas or hints on how to achieve this?
I have SPI programmer and the bios chip is removable, so no problem here.

Btw this motherboard used to have an i7 2600 and Throttle Stop had no lock near the TDP MSR. This CPU is such a pain even for a home server.

EDIT: i5 2400S has base freq of 2.5 and boost 3.3. Multiplier in bios goes up to 25, but in system it occasionally boosts up to 3ish ghz.
