CPU upgrade from i5-4440 to 4690, but won't POST on Asus Z87-A mobo

Hi all, am new to the forums so am not too sure about the posting guidelines, please forgive me if I have missed something out.

I recently started using a old PC from about 6 years ago that was initially spec’ed as seen in my signature. (Yes, it is probably 100% better to just buy a new computer, but we are planning to save money by only upgrading about 2 years later.) Recently I purchased a used i5-4690 as the 4440 was a bottleneck on some CPU-intensive games like Fortnite and was limiting my GPU heavily. However, once installing the new i5-4690, the board refuses to POST (there is no display signal, and the CPU LED on the motherboard stays red). When I reverted back to my old 4440, the computer POST’d and continued to work perfectly. So the socket pins are okay, the installation position (triangle on CPU aligned to the thingy on the motherboard) is okay, the memory is okay, etc., if not the board would not post on the old CPU too. Upon inspection of the 4690, the contacts look clean, the CPU doesn’t look abused. (It was stripped from an old Dell business computer IIRC.) What gives?

As to troubleshooting methods, I have done a bunch of things. As the 4690 is a Haswell Refresh CPU I have checked the BIOS version which is indeed the latest version v2103 that claims to support the new CPUs. I read online on one of the forums that the issue might be a IMEI driver being too new as the new drivers don’t play well with the 4690K (and thus I assumed the same problem would be present for the 4690). I was led to this forum, the ‘Intel Management Engine: Drivers, Firmware & System Tools’ page to download a old version of the MEI, v8.1.40.1416 (9.0.0.1287) and then reflash the BIOS, however it is no longer on the post and the Mediafire link has presumably been taken down.

I then tried to download the MEI driver installer v11.0.6.1194 as (I assume) it is for 8-series chipsets. No matter what MEI version I download, I have not been able to reflash the BIOS using the v2103 Installer utility provided by ASUS, as it says

I’ve just discovered the solution: found a v9 driver on the ASUS website for the Z87-A under Windows 8 64bit, and managed to reflash my BIOS - it is now working.
