Maybe or maybe not, usually the MW FW is not touched by bios region update, unless the Dell update payload requires to update to a new ME FW image version.
Assuming the changes were only made with FITC in ME FW region.

Dell ‘bios’ updates often contain ME updates. Since an ME update will update the code partitions of the ME but not the data partitions the settings will be kept.
(Exception would be if the vendor decides to replace a complete ME region, quite seldom for bussiness machines)

Encouraged by your efforts I bought a CH341 programmer & clip and got to work, and now I have Optiplex 7010 Micro with enabled AMT.
I had problems with writing to the chip (it wouldn’t pass verification) and I almost gave up blaming it on a bad CH341 (tried a different computer, usb port, one clip and IC clips). In search of new hardware programmer I found this page about CH347.
And finally Shichang Zhuos open source programmer from that page did the trick (it also works with CH341). I had an impression that it was slower than other programmers, so I guess that it maybe worked on lower speed and that is why it hadn’t failed.
