[Help] Changing case fan power on speed asus h97 pro

It has been since I build the system, that unless I don’t kill the residual/standby electricity in the motherboard, the case fans all rev to annoying 100% at power on for a few seconds before coming back down to idle. If I clear the residual energy by cutting off PSU power, then the fans do not rev high on next boot. So it seems to me the BIOS has two different start up fan settings, one for completely fresh power up state from zero power and another for powering from standby power state, of which the latter seems to have 100% case fan speed set perhaps as sort of thermal safety, which I don’t require. I would like some guidance to modify this speed value if possible, preferably set it to the same as in the fresh powering up state. I haven’t done bios modding before, so far I have been able to download the UEFITool and look at various sections in the bios image, but don’t have a clue.
