Could be Bios and EC.
The symptom can be as described in HP forums, …embedded controller has timed out waiting for the BIOS to return from system board initialization (end of POST).
There’s recovery methods for HP bios, search it before tampering with SPI programming…

Dumps/Backups from both chips should be made before any writing.
Well, close to one of the chips is written JBIOS1, might have a meaning?
Please make a valid backup (2 100% identical reads with correct structure in UEFIToolNE) of the chip content before overwriting it!
