[Help] MSI B75MA-P45 USB 3.0 issues

Hey!
I am browsing this forum for quite some time and You guys provided some great info and AHCI drivers for my quite old now MOBO.

But there is one issue that I can’t fix.

Every USB directly on mobo’s back panel is working fine; 2.0 as well as 3.0.
But no matter what I do I can’t get USB on front panel working.

I know that in UEFI, both front 2.0 and front 3.0 are working fine because I can save UEFI screenshots to connected USB.
Voltage is also fine, providing stable 5V but only in UEFI. Right before Windows is loading voltage drops to something like ~1.2V

What I tried so far:
1. Installed Intel drivers from https://www.win-raid.com/t834f25-USB-Drivers-original-and-modded.html,
2. Fresh Windows 10 installation and then drivers,
3. Ubuntu Live CD, and USB are working fine.

My specs:

MSI B75MA-P45
I5-2400
12GB DDR3 1300Mhz
Radeon R9 380 4GB

1x Kingston A400 480GB
1x WD Caviar Blue 1TB
1x HGST Ultrastar 7K400 3TB

"Most recent" BiOS: 1.9

I’ve built this pc from scratch, and it’s not my first time doing so, everything is connected as it should be.

where you measure voltage ?

Directly from USB ports and on mobo itself.

Have you asked MSI Directly about this, in their forum or via email? It could be some normal feature of their board to save power, or a faulty component on the board, they’d know right away if it was one or the other
