How to get PCI 3.0 speed for secondary slot in DELL Optiplex SFF models?

I would like to get PCI 3.0 speed on all slots of the Optiplex SFF Series.

As i found out nearly all DELL machines, even newer ones, are limited to PCI 2.0 speed on the “secondary” slots, even if the chipset itself is 3.0. Even the precision models (!??) like the T7910 have this limitation.

E.g. the 5050 SFF.

It has a
x16 at full 3.0 speed
x4 at 2.0 speed.

as i not can imagine this is “hardwired” or even could be, i guess it is just limited by some BIOS or NVRAM setting, controlling the PCI-chipset.

especially this post of some guys getting this changed this way in a 3060 mirco for the m.2 slot makes me shure this can defintively be changed for many DELLs in general.

sadly there i not getting an answer leading me to reproduce this for other machines or slots.

anybody out there who could explain to me exactly what those guys did?
and how could be the way to find those variables in other machines.
Or much better, how to change this settings durable inside the bios itself.

i really would appreciate any help to change this anoying limitation on “every” dell.
