My computer is an HP Laptop 17-by1061st. It currently runs Windows 10 but I want to upgrade to Windows 8.1

You mean you want to downgrade…
So get a spare disk, make a clean UEFI x64 8.1 OS install and you’re next task is getting working drivers for your hardware…now UHD Graphics can be tricky as it seems there’s no drivers for Win 8.X but you can try manual installation of them from the .INF, this is supposedly what you mean by “please help” in your post right…

8.1 is essentially an upgrade from 10 since 10 is a garbage operating system. And last time I tried, I alr tried manually putting in the inf, it didn’t work. And for some reason my wifi didn’t work either
