What is your BIOS chip ID? Have you already erased and written to this exact chip, so you know what software/version works properly? If yes << then send me dumped BIOS, if you have not erased and written to this chip before, let me know ID and i will try to tell you best software/version to use to dump
I am not 100% sure on the unlock for this one, but luckily you have programmer, so we’ll get there 
It may take 2-3 incorrect edits that may do nothing, or may brick, but I’m pretty sure I can see correct area to edit to unlock

So, dudu2002 made you a mod unlocked BIOS already? If yes, send to me, so I can confirm which of my suspected edits was correct one.
Sounds like ME FW issue, what you mention about slow start and shut down etc. Maybe you’ve messed up ME FW during dump or write, could possibly be due to incompatible software or version used to dump or write too, hard to say.
Can you please program that BIOS again and then check ME FW with HWINFO64, can you see ME FW version, or it’s missing, or you see N/A or 0.0.0.0. Where to check with HWINFO64 is shown in image below
Never mind! Yes, I see a few issues with your dumped ME FW from what you sent me, general error and it’s unconfigured (not configured for your model), this all needs fixed.
It may be a general ME FW issue with your ME FW as it is now/actual, or may only be due to how you dumped BIOS and it’s corrupted during the dump. Did you ever update your ME FW, or try to?

Please check as mentioned above, but do not program in the mod BIOS first. And, is system currently booting and shutting down normally?

It’s ME FW issue, everything you mentioned is corrupted ME FW issues, and then I confirmed in the dump you sent me (shown in above image, ME FW is not configured properly for your system, AND is corrupted)
I will fix it all for you, already have working dump from someone elese board to fix ME FW properly (configure for this model) and then I will clean and update the ME FW too. Yes, please send me the unlocked BIOS, so I can confirm which edit I thought was unlock bytes and which were not.

It looks like bad update, or bad BIOS recovery before etc, stock unconfigured ME FW should have never been flashed in no matter how it was done, so something wrong before dumped with programmer I think

Yes, sorry, I think initial source dump was corrupted at ME FW and NVRAM too. We’ll sort it out once you reflash stock and then make new dump with ASProgrammer 1.41

@francisjfl - The dump you made on 6/18/2019 is corrupted, corrupted and unconfigured ME FW, that is why it messed up when you programmed it back after dudu2002 unlocked it for you, it was corrupted when you dumped it and send to him.
That either happened because of that is how it was on the chip, or due to how you dumped. If it was working fine when you dumped, then the corruption happened due to how you dumped.
Intel ME cannot be OK, it is “unconfigured” (not setup for ANY system) AND corrupted. If I edit this to unlock it, it will be 100% exact match to what dudu2002 sent you.
Dudu2002 did not mess the BIOS up, it’s messed up in the file you sent him. There is no way you can erase chip, program in this BIOS, and ME FW be “OK”

As I did: I recorded with the original backup bios made last year, the one you said was corrupted. After that I updated the same bios via the manufacturer’s .exe. Then with the claw of the alligator I dumped it again on the desktop computer, downloaded the necessary programs including the ME Analyzer to check the integrity of the file.
@francisjfl - That is terrible ME tool to use for this, but if it works for your system/BIOS and ME Functions properly after programming back in, then you may be OK.
Did you program in the above BIOS shown in ME Analyzer, to your board with flash programmer, and it runs OK, no slow start etc? If yes, send me this BIOS Only, I will unlock it for you
The Intel ME Injector program that I opened to test it, I did not use it for cleaning or any other modification of the ME region.
