I want to add skl/kbl support to q370 platform

As I know Intel Q370 chipset cannot be used to run Intel SKL and KBL CPU and Only can run 8/9th Gen.
My situation is totally different.
I have 2 systems in my office, first one is Dell optiplex 7070 desktop running with 8/9 generation cpu’s based on Q370 chipset and which I tried to run SKL and KBL cpu on it but no chance and I have another Dell Optiplex 7460 AIO system also based on Q370 chipset destined to run 8/9 gen cpu but this time I can use SKL/KBL cpu on it without any problems.
I posted my case on win-raid few days ago.
Can you explain me the situation I am facing if possible.

Things that usually matter…if its not an OEM design lock on 1151v2 design, the vbios/gop, the ME FW family and the ucodes.

By the way latest MCE is 1.90.1 r267
