i7-7700(non-k) not hitting 4.2ghz when C states are disabled. Fix through BIOS mod?

Hello,
the motherboard is a Biostar B250 BTC, and whenever I disable C states my CPU doesn’t boost to 4.2ghz instead locks itself to 4ghz.
I have it set to 4.2ghz in the BIOS but it doesn’t change the multiplier or something is blocking it, is it possible through a BIOS mod to
disable this restriction and get the full performance of the processor?

Leave C3 enabled.

You’re welcome. I had similar issue recently, and found C3 enabled but rest disabled allowed the higher multi to be used under loads

If using Windows set your power plan in the control panel to ‘High Performance’.

Yes ^^ that too, always! Thanks Chinobino. I also set Advanced >> Processor Power Min/Max both to 100% as well.
