Welcome to the Win-RAID Forum!
As you surely know, the ASUS ROG Strix SCAR III notebook has been exclusively designed for being used with Win10, which natively fully supports all on-board devices and features.
I suspect, that you haven’t yet gotten a reply, because there are not so many users, who
a) own such expensive notebook,
b) have tried to get an outdated OS installed onto it and
c) have read your request within this Forum.
Your main problem will be to get get Win7 compatible drivers for the modern hardware of your notebook.
Since the OS Win7 isn’t supported anymore by Microsoft, you cannot expect any help from ASUS or from the manufacturers of the devices, which are on-board of your notebook.
Furthermore I seriously doubt, that you will be satisfied with the result, if you should ever succeed and get Win7 running on your notebook.
Nevertheless I wish you good luck while trying to realize your project.

Hanging at starting windows screen means you installed Windows 7 in UEFI. Try to see in BIOS if you have Legacy support instead of UEFI or CSM. If not, you have to install Windows 7 in UEFI mode, but removing the vga sys driver from it, that doesn’t work with uefi. That also means you have to integrate a signed video driver into the installation. The most intel uhd video cards don’t have an official driver for win7, so mostly you need a modified driver which doesn’t have an official signature. Therefore you need to sign it yourself with a custom certificate which you also have to integrate into the installation using regedit on the mounted registry from the installation.
