My XPS 15 9530 mainboard was fired several days ago.I bought a new mainboard from internet.I just checked out there is no TPM Security section in Security tab.I take a look at the board,it has the ATMEL’s TPM chip.But I can’t find it in BIOS.I heard that TPM can be disabled in ME due to local policy.I had tried to flash a bios that contains ME,but the settings still go missing.
These days ME System Tools can’t be downloaded,I can’t dig it deeper.
If it is the ME problem,could I enable the tpm by replacing the BIOS chip from my old board one’s?

The ME has it’s own TPM implementation in theory so I doubt it has anything to do with the 3rd party one implemented in your machine and it’s lack of BIOS appearance. I could be wrong though as I don’t really have TPM knowledge, neither Engine nor 3rd party. I suggest you check your SPI image’s ME region with FITC (check ME thread) in case you find something interesting.
