You’re right. After testing, it’s clear this only works by rolling back to an older microcode. The issue is that the BIOS mod only changes the interface, not the CPU’s core behavior. Newer microcodes like 0x12B and 0x12F include hardened security that blocks undervolting by enforcing a minimum voltage floor, regardless of what the BIOS settings show.

Even if you disable “Undervolt Protection” in the BIOS, the CPU’s microcode has the final say. During boot, microcodes 0x12B and 0x12F load a patch that forces the CPU to ignore any undervolting commands below its factory-set V/F curve. This hardware-level instruction overrides any input from the BIOS or OS, making the setting irrelevant unless the system is using the older 0x104 microcode.

To undervolt now, you have two real options:

  1. Use microcode 0x104 , which allows adaptive undervolting with this mod. However, it is critical to manually enforce power limits to prevent damaging the CPU. This is relatively safe, but not ideal.

    • CPU Core/Cache Current Limit Max → 400
    • Long/Short Duration Package Power Limit → 253
    • IA VR Voltage Limit → 1400
  2. Stick with 0x12F and adjust the AC Loadline instead. This is the safer, intended method for modern locked CPUs. It doesn’t change the voltage directly; instead, it tells the CPU to aim for a lower point on its internal V/F curve.

A new file named nvram.txt should appear in the folder. Open it in a text editor, then open a new, empty file.

It created log-file.txt and nvram.txt but the latter is a 1KB folder only involves the following:

How can I fix this issue. Should I try .efi pre OS method if it does exist for SCEWIN?

Tried to change “Password protection of Runtime Variables” via efi shell and got this error. Any workaround?

I can do a ch341a flash with my modified image, but I want to be able to use FPT to flash the BIOS after External flash. My mobo makes it a lengthy procedure because the SPI chip is at backside of the mobo.

Are you using the same motherboard (Asus ROG Strix B760-I)?

If so, which BIOS version are you running? If not, is it at least an Intel-based ASUS board?

An empty nvram.txt file usually indicates that the following settings weren’t enabled.

  • Setup → Tool → Publish HII Resources: Enabled

  • Setup → Advanced → UEFI Variables Protection → Password protection of Runtime Variables: Disabled

If these options aren’t available, you’ll likely need to use a hardware flasher and follow the steps above. Alternatively, you can check if anyone has found a model-specific workaround for reading / writing to your motherboard.

For some reason, the edits I made on firmware version 1820 no longer work on the newer 1825 firmware. Maybe because IntelME was updated in this version, or I did something wrong…

I applied exactly the same modifications as described in this post:

After flashing, the system didn’t reach the BIOS splash screen, and Windows wouldn’t boot either. So, I also couldn’t enter the BIOS menu to reflash the stock firmware as it comes after the splash screen.

Interestingly, as soon as I inserted a Ventoy USB stick, the system would automatically boot from it. From there, I was able to boot Linux, macOS and WinPE (Hiren’s Boot CD), as long as the BIOS splash screen didn’t need to be displayed.

Flashing the BIOS from Win PE didn’t work, and using FPT.EFI in the UEFI shell also failed because BIOS Lock was enabled by flashing the modified 1825 firmware. I couldn’t disable it with WinSCE as described in the first post, since Publish HII Resources was disabled and Password Protection of Runtime Variables was enabled and I couldn’t reach the BIOS menu to turn them off. Trying to turn it off with RU.efi also didn’t work.

At that point, I had already taken my hardware flasher from the attic, but decided to try one last method using AfuEfix64.efi and IT WORKED!

So long story short, if anyone is unable to use WINSCE in the first post, you can always try to create a full 32MB ROM file and flash it with AfuEfix64.efi also a lesson learned is that you need to disable the BIOS lock in the modified firmware you want to flash.

Now I need to determine whether this issue was caused by the custom splash screen, an error in my modifications, or a change in the 1825 update, such as stricter signature verification that prevents modified firmware from being accepted.

Since firmware version v1825, the method described in the guide no longer works. BIOS Lock can no longer be disabled via SCEWIN / AMISCE. See ASRock X570 | B550 | A520: protected variable

It is still possible to flash the attached firmware if you are on an earlier version, or by using a hardware flasher. Note that the method mentioned in the post above using AfuEfix64.efi only works with the stock firmware, any modified firmware will refuse to flash.
