In all seriousness before doing any of that try downloading Universal x86 Tuning Utility. You’re likely throttling due to heat, find the skin temperature in UXTU, gradually raise and apply the change to see how that impacts your clocks. Taking a glance at your Victus 15 it looks like its cooling is probably pretty horrible so I’d definitely download something like HWInfo64 as well to monitor CPU\GPU temps with the system under load as you nudge up that skin temp. Its likely not a good idea to have the CPU\GPU exceed about 75c, particularly considering its a laptop.
hp played safe with the newer models capping at 50w instead of 75w
and also you havent given me an answer for the main question i dont really care about my temps my cpu is relatively better than my gpu so its a bottleneck
