[Problem] What would cause a board to enforce 100w power limit on 7945hx

Talking about a desktop board with 7945hx crammed in. I have unlocked all menus, ppt, slow ppt, fast ppt. tdp and all that, but the board goes to 122.222w for 4 seconds and drops to 102.222w continuous. No matter what EDC/TDC or anything else is set. What should i seek to edit so this stops?

May be limited by the power supply capacity of the motherboard

Not very likely since some people have mod their bios with the same motherboard and report sustaining higher power draw. It is something with how these settings are governed.
