I don’t have it either.
I have a similar device use Insyde Bios.
You can enable emt64 by remove OemInt15Callback module or patch code in this module.
I have test it on my device.

I know it’s been a while since the topic have not been discussed. Can somebody tell me if he managed to unlock the 64-bit functionality from the bios of his HP mini 110-4110? If yes, maybe can you tell me how to proceed as don’t know how to flash a new bios on this computer as there is no Windows installed on it anymore and I would like to install Archlinux on it?
