The dumped bios you shared doesnt match your system data and has blanked data, this file has a WLic on it but it seems more a flashed web dump than a recovery flash…
We dont fix web dumps with other systems data or blanked, anyway your issue on PCI misbehavior could be a corrupted CSME firmware that needs to be cleaned/re-initialized.
