Do you mean the eMail notification feature of the Intel RST software? If yes, you may look >here< or >here<.
What did you try to do and when did yo get the message "Email notification unavailable"?
Additionally you should add the chipset of your system and the OS you are running.

Yes, eMail notification feature of the Intel RST software (GUI).
Install&Run software like as member of administrators group.
The TAB “Settings” in console (RST GUI) are No notification settings.

I have no idea regarding the reason, because I have never used the "eMail notify" option of the Intel RST Console.

Ok, but what sort of chipset and RAID system had the other computer, where the eMail notification worked with the same Intel RST Console v11.2.0.1006?

Maybe it would help, if you reinstall the Intel RST Drivers & Software Set v11.2.0.1006 WHQL just on top of the old one.
