The linked original Samsung NVMe drivers do not fully support the NVMe Controller of all Samsung NVMe SSDs.
Acccording to the related *.inf file only Samsung NVMe Controllers with one of the following HardwareIDs are natively supported:
VEN_144D&DEV_A802
VEN_144D&DEV_A804
VEN_144D&DEV_A808&SUBSYS_A801144D
It doesn’t support the Samsung Pm981a, I just tried it and it says no Samsung SSD is connected

If you don’t run the installer, but try to install the driver manually from within the “Storage Controllers” section of the Device Manager, you will succeed.
Tips:
1. If you want to get the original Samsung NVMe driver v3.3 installed, you have to force the installation by using the “Have Disk” option and to disregard the warning, that the driver may be not compatible.
2. Alternatively you can install the mod+signed variant of the driver, which can be found >here<. Don’t forget to import the Win-RAID CA Certificate before.
