Sil3114 5.4.0.3 BIOS OROM Extract from a .bin format

I am trying to get into the attached file to extract an OROM out of it but I cannot find a program that will extract the contents from the .bin file format.

I have tried maybe a dozen different programs and did hours of google searches and reading forums.

NOTE: In order to get the .bin file to upload, I had to change it to a .txt file. Change it back to a .bin file.

Any help would be greatly appreciated.
