I can undervolt the SA and get a few watts back. Unfortunately the rest never changes.
Inside socket setup I found Overclocking Lock and thought I was good. Unfortunately in RU.efi the initial value was 2 and not 1 or 0. I set it to 0 anyway and… no difference.

Bold value exist inside uncoreinit module. Not sure if this stops undervolt, however. In any case, the bios has bootguard disabled. I checked the MSR value like in that issue.
There is another “overclocking” on/off in intelsetup store but enabling that does nothing and I think it is unrelated. Neither of these menus show up with UMAF so maybe they are truly dead.
What else could it be? Microcode update? Some other lock in CPUinit pei? Duplicated nvram store? That’s my last idea I can come up with on my own. Dump the raw bios image and search for copies of socket setup?
