This installation package could not be opened

Hi all,
atm i cant install itunes , Razer Synapse but not all the exe file, when i tried to install i got error like :

"This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid windows installer package."
some1 know and can help me fix this problem,

win10 pro x64
p.s : maybe becuz im only the one as admin and my name with `and ~ , ?

1.google the problem
2.check Windows Installer service is running and set to auto.
3.sfc /scannow in command prompt.
4.reinstall win 10.

no idea,i have reinstall my windows

so far that is the best solution for win10 problems
