Why does "outimage.bin" always show unconfigured?

please help me. I have a laptop that doesn’t work,I suspect that there is something wrong with csme,
I used the programmer to read the SPI ,get “00.bin”,its size is 16M.The version of csme is 12.0.35.1427.

Then I downloaded the csme “12.0.35.1427_CON_LP_C_PRD_EXTR.bin” in the repositories.

and follow the guide,

But I found that while generating “outimage.bin”,Two more csme files appear,“cse_image_FWU_base.bin” and “cse_image_FWU_Full.bin”.The state of these two files is configured.

So I rename and replaced "ME Sub Partition.bin"with the “cse_image_FWU_Full.bin”.
But the regenerated file “outimage.bin” still shows that it is unconfigured, and I don’t know where the problem is.
because the laptop doesn’t work,so i can’t use fwupdate tool.
I need to use the programmer to write a complete spi file.

The procedure you’re following currently and the tool you want to use (FWUpdate) is meant for updating the (CS)ME firmware version, provided that it is healthy. If you think there might be some sort of corruption, follow [Guide] Clean Dumped Intel Engine (CS)ME/(CS)TXE Regions with Data Initialization instead.
