If you want help, you should attach a link to the latest BIOS, which is offered by the manufacturer of the mainboard/Mini-PC, ad tell us, why/what you want to modify/update the BIOS.

My computer, after a change in Bios, does not power on, not video, turns on the power LED (blue).
I need the file to restore the bios, flash.
These no brand Chinese Broadwell machines usually use BIOS like the ones found here [1, 2]. So read those threads and try those images with caution (pick what is proper for your system etc).
If you mean that some BIOS setting prevents powering on, you may just reset your CMOS.
