I found solution.
Downloaded from Asus site Asus P8Z77-V LK page firmware and replaced DATA.BIN file with the latest firmware *.BIN file. I use win8.1 x64.
But GBE region is still not existe
Why should it exist?
If you look at the specs of this Motherboard you find under LAN: RealtekĀ® 8111F, 1 x Gigabit LAN Controller(s)
It has NO Intel PHY = No GBE region in MEI!

Why havenāt you done it according to my guide (chapter C of the start post)?
You have tried to flash the correct latest Intel ME Firmware.
As mictlan already stated, the GBE Region has nothing to do with the Intel ME Firmware.
By the way: It would hve been easier for you and us, if you would have posted the related screenshots (done by hitting "Alt"+"Print") instead of copying and pasting the complete CMD text.

I updated MEI firmware from 9.0.30.1484 to 9.1.2.1010

Yes, the Firmware is ok.
If you want to use the latest Intel MEI drivers, I recommend to install the Intel MEI drivers v10.0.25.1006, which you can find within the start post of this thread.

You are right, but my text was somehow misleading. I should have asked for newer or missing drivers and Firmware Updates (e.g. ME6 1.5MB) - my bad.
EDIT: Meanwhile I have corrected that sentence.

Why do you want to downgrade the firmware? What happened?
Bus speed always 99.76 Mhz and cpu fan is too loud.
I doubt, that the Intel ME9 Firmware v9.1.0.1120 is faulty.
What have you done to solve your problem? What is missing resp. what happened while trying to solve the issues?
What about overclocking? Have you tried to reset everything to default and then readjust step by step your previous settings?
If you really want or have to downgrade the Intel ME firmware, >here< is the link to the Intel ME9 1.5M FWUpdate v9.0.31.1487, which is the latest of the v9.0 series.
These SKU drivers seem to be absolutely identic with the "normal" Intel MEI drivers v10.0.0.1204 WHQL refresh, which I am offering within the start post of this thread.
The HECI driver in itself is of course the same between the same revision of 1.5MB and 5MB SKUs MEI.
But for people who use EXE install, this one has just what they need for "consumer motherboard" (no SOL, no IMSS etc).

06/19/2014 AsRcok released new BIOSes for Z87, example Z87 OC Formula BIOS v1.91. To my surprise, they all contain the MEI version 9.1.2.1010. I tried to flash on its motherboard is Asus Z87 Plus, but was not luck. FSB - 99.8 MHz and BCLK - is locked.
But, we can conclude that the motherboard is on the 8-series chipsets, current supported version MEI 9.1.2.1010. It turns out that there should be support in the BIOS, and not in the settings, as we previously thought.
That is very interesting news,
then possibly the change could be found if we compare this with older BIOS, but i expect other MB maker will have implement this update also.

From a quick look, it would seem that MePlatformPolicy is the main component to be updated, other changes are just for new CPUs, overclocking and secure flash. Unfortunately, the change cannot be ported, only manufacturers can build this mainboard dependent module. But as Pacman pointed, if Asrock started, others should soon add it, maybe with a little push/request.
