Please Anyone Help Me to Downgrade My Hp insydeh2o bios? Or even unlock Advanced menu in my current bios?

I have notebook from HP Model 15da1018ne . the bios was ver. F16 .
After i updated my bios to F19 officially from website.I got a lot of issues including huge battery drain. Now i wont to rollback to previous one. F16 again but Hp does not allow Downgrading in the Flashing tool.
This is my bios F16 link:

Or Even At least Unlock the Advanced Menu in the current F19 Bios link:

Order flash programmer + SOIC8 test clip with cable, then you can do whatever you want

Check BIOS main page and see if ME FW version is shown, if not then download HWINFO64 and on the large window on left side, expand motherboard and find ME area, inside that get the ME Firmware version.
Once you have that, go to this thread and in the section “C” download the matching ME System Tools Package (ie if ME FW version = 10.x get V10 package, if 9.0-9.1 get V9.1 package, if 9.5 or above get V9.5 package etc)
Intel Management Engine: Drivers, Firmware & System Tools

Once downloaded, inside you will find Flash Programming Tool folder, and inside that a Windows or Win/Win32 folder. Select that Win folder, hold shift and press right click, choose open command window here (Not power shell).
At the command prompt type the following command and send me the created file to modify >> FPTw.exe -bios -d biosreg.bin

Right after you do that, try to write back the BIOS Region dump and see if you get any error, if you do show me image of the command entered and the error given >> FPTw.exe -bios -f biosreg.bin

If you are stuck on Win10 and cannot easily get command prompt, and method I mentioned above does not work for you, here is some links that should help
Or, copy all contents from the Flash Programming Tool \ DOS folder to the root of a USB Bootable disk and do the dump from DOS (FPT.exe -bios -d biosreg.bin)

* Edit - what is your system or platform/family ID? This stock BIOS contains 4 different system BIOS images.
These also look like they are RSA Signed BIOS, so you likely cannot edit them, and any attempt to do that should only be done after you have flash programmer and SOIC8 cable in hand and backup made and confirmed to be OK by someone else.

Thank you very much. in my case my me ver:
Intel ME Version: 12.0, Build 1427, Hot Fix 35
Error 37: Invalid command line option(s).
http://www.mediafire.com/file/axb5i44yx6…iosreg.bin/file

My id: 08532

So can i rollback to an older bios stock version f16? Without flash programmer and cable no modifications i mean?

Maybe you can flash back. Show me the error you get when trying to write back biosreg.bin file. Show me image so I can see command you are putting in and the error it gives all on same screen. invalid command line sounds like you typed something wrong.
You must be using Admin Command prompt (not power shell, and not regular CMD prompt)

If you want unlocked, or modified BIOS in any way, it’s best you order programmer and stuff and wait until you get a full backup made, in case it is a RSA signed BIOS that way you can recover BIOS if needed

i successfully read the bios with the first FPTw.exe -bios -d biosreg.bin and save it.
but when i try to run FPTw.exe -bios -f biosreg.bin it gives me this error message:

Error 167: Protected Range Registers are currently set by BIOS, preventing flash access.
Please contact the target system BIOS vendor for an option to disable
Protected Range Registers.
