What versions of those programs were they that you used. This is helpful to know that at least that version# did not work and anything prior could also not work.
Also what Operating System did you run these two programs on to create the USB XP installers?
How many attempts did you perform on each of the 2 USB installers? Did you try to replicate the same Hardware ID used in the optical disc drive method to make sure it wasn’t different?

WinToFlash Lite v1.13.0000 seems to be the latest build but the paid versions may have more functionality.
Rufus 2.2 does not appear to be compatible.
According to their site 2.18 is the last XP compatible that could run on XP.

The only problem is integrating it inside a Windows XP installation!
I can’t just simply replace the ACPI.sys located in i386 because the driver is located in a LZX:21 archived called “ACPI.SY_”.
I tried manually replacing the file with a compressed folder and changed the name and extension, but no luck: Windows XP setup says the file is corrupt then…

Try swapping to all the other PCIe slots to see if it detects.
Try a different brand USB 3.0 PCIe card such as VIA VL805 chipset. Molex power adapter should be connected to the USB card or it will not work for some cards.
Did you install XP OS with NO ACPI method?
There are no chipsets drivers for XP newer than Ivy Bridge. Most just rename the device so you know what it is and has no actual driver.

Also I recommend you integrate the USB 3.0 drivers into your XP install ISO using nLite for the easiest way to use the USB mouse in case you do not have a PS/2 Keyboard with PS/2 port on your motherboard to install the USB drivers.

I ran into problems when I tried to integrate AMD USB 3 drivers into my XP CD image
It never worked properly
so I ended up getting a PCI-E USB 2.0 card from ebay
It’s possible you mixed too many drivers into the CD.
You have to keep it minimal.
First SATA AHCI driver
Second AMD USB driver
If any other device drivers are installed first before USB then you will not be able to use your USB devices.
That’s why I keep mine simple to avoid this issue.

I could not get the integrated AMD USB 3.0 working in XP textmode setup using nlite.
but once I got XP properly installed the USB 3.0 worked fine,
so it means I didn’t integrate the USB 3.0 driver properly.
the AMD USB HWID is
PCI\VEN_1022&DEV_43BB&CC_0C0330
For me XP not even installing, I get the usual ACPI.sys issue with the A5 BSOD.
I have tried different modified acpi.sys files but none of them actually worked for me.
On 8530u by the way.
