Yes, I never have internet connected during any OS install, ever, since XP and before until today and beyond.
Disable your internet adapter, or remove it for a minute if you have key stored and set to always connect (I’d remove, in case MS auto-connects it). Or shut off router until you are done, that way no connection possible.
If you are using ISO installers, there is nothing to download (upgrade or not, do not download anything)

@Turboslayer123 - your probably hitting a Win7 incompatibility with the board/BIOS, nothing to do with NVME or USB 3.0
Can you install Win7 without adding the USB drivers? If not, then it may be this, or it may be you are not adding them correctly, try another tool/method etc.
Sorry, I can’t help with that, but there is many guides about this in google. Intel/AMD/Microcosoft are actively trying to block/remove compatibility with older systems, and have been since Z170 era, so it may be your board/BIOS more than a simple driver issue.

To be able to boot off an NVMe SSD (only exception: Samsung 950 PRO) a mainboard with an UEFI BIOS is required.

I always get the error “a required CDROM drive driver is missing” during Win7 Setup Menu when I only integrate the MS NVMe Hotfixes - if I use the original Samsung NVMe driver 3.3 instead (only; without the NVMe hotfixes), then everything finally works fine and I can install Windows 7! But I do want to integrate the NVMe Hotfixes only and install Samsung’s NVMe driver after having installed Windows 7!
Since Fernando recommended me to only integrate the MS NVMe Hotfixes (the original Samsung NVMe driver I’ll install AFTER having successfully installed Win7) into install.wim and boot.wim, I did exactly as told and integrated only those 3 NVMe Hotfixes along the modified Z390 USB drivers and some essential Windows Updates (I did NOT integrate the Windows Updates into “boot.wim”, though - only “install.wim” !).

After completing all this, I “burned” the ISO onto a USB thumb drive and then applied Manatail’s UefiSeven fix for pure UEFI in Win7 without CSM.
And then I booted Win7 Setup from the USB thumb drive in UEFI mode… (CSM and SecureBoot disabled!)
And I still get the above mentioned error…

After installation of USB 3.0 drivers and starting up a win 7 setup, Im facing problem that win 7 setup does not see the ssd to install. Previously on laptop there was a win10 working correctly. But it has been removed. The chipset is cm236 intel, and the drive is NVMe m2 ssd.
The funny thing is that, after updating iso with hotfix, the win7 seteup sees the ssd. And it is possible to install OS, but only if power supply cable is disconnected from my dell 5510 precision.
When the cable is conneected, after the hotfix update, the system is not booting up and even it can not start the setup from usb and it is facing blue screeen with Driver_irql_not_less_or_equal

Thee bios is uefi mode

The message "A required CDROM driver is missing" is obviously misleading, because the CDROM doesn’t need a 3rd party driver. Maybe a matching USB driver is missing?
That was a mistake. Storage drivers and the related MS Updates have to be integrated into the BOOT.WIM as well, because they are already required during the first steps of the OS installation.
Question: Which 3 MS NVMe Hotfixes did you integrate? I only know 2 of them and required is just 1 Hotfix (the other is a bug fix for old Win7 Editions).

To be honest I don’t have any idea regarding the specific source of your problem.
Maybe the Dell Support can help you (too much power/wrong voltage?).
Okay, the thing is that I installed win7 on my dell without a power cable, and after installation all drivers it runs correctly. BUT, finishin the topic, I am verey disappointed bcs I hold a latitude e6330 which is much slower with specification and boot up faster than my dell 5510…
@osdyseus : The booting time depends on other things than the performance.
My advice: Check the BIOS settings and the system drive connection of your Dell 5510.
@all users, who want to install Win7 onto an NVMe SSD:
A few days ago our Forum member Black6spdZ gave us the hint to previously unknown WHQL certified generic 32/64bit Phison NVMe drivers v1.5.0.0 dated 02/23/2018 for Win7 (Win8-10 drivers are available as well). Due to the fact, that these Phison NVMe drivers are generic (all NVMe Controllers are supported) and WHQL certified by Microsoft, they should be usable from scratch for Win7 users (either integrated into the OS Image or loaded during the OS installation), no matter which specific NVMe SSD is the target drive.

Especially the option to simply load the Phison NVMe driver at the beginning of the Win7 installation would be a big relief for the Win7 users, because the integration of the MS Hotfixes into the Win7 Image would be dispensable.
Before I am going to customize the start post of this thread, I need a proof, that this option really works.
So it would be very helpful, if anybody can test the F6 driver loading during the Win7 installation and give us a short feedback about the test result.

i’m trying to Install Windows 7 on a Dell 05R3W6 Notebook Mainboard.
The CPU is a Core i5-1021U.
The Setup hangs at the Reboot and the “Setup is Updating Registry Settings”.
I already Integrated the Modded NVME Drivers with NTlite and Installed it with Windows 10 PE.

It doesn’t make sense to integrate a modded storage driver - only WHQL certified storage drivers are accepted by the OS Setup.
If you want to get Win7 installed onto an NVMe SSD, you should either integrate the related MS NVMe Hotfixes for Win7 or the generic Phison NVMe driver for Win7 (both listed >here<).
Anyway you have to install the OS in UEFI mode using the GUImode Partition Table (GPT).
