Have you made a BIOS backup and got the hardware programmer (CH341A for example) at hand? Can you reflash the stock BIOS to revive the board first? Your motherboard is based on chipset HM55 with Intel ME v6 so itās pretty likely that following exactly the guide in here wouldnāt work.

@Arabicdec48 yup, the 8MB bios is incomplete (might be missing the ME Region). Is your backup from Mi899 only 8MB? Can you upload it in here?

Ok can you try flashing this BIOS? Itās from Angxun X99-P3 v9.01 (same HM55 chipset as your board). See if the board could be revived first.
Hello. Can you please tell me how to install ME 9.1.37.1000 instead of SPS v3. The BIOS is from JGINYUE X99-8D4/2.5G Server zx-x99d4m 1.21?
What do you mean by install? Do you mean that you want to use the BIOS from Jginyue (comes with SPS by default) on your ZX motherboard? If thatās the case then just replace the BIOS Region in your stock BIOS by the BIOS region from Jginyue board using UEFITool 0.28 and flash to see if it works. Make sure you have a hardware programmer and working stock BIOS dump to recover.
I only replaced the ME Region the other way around. Was that my mistake? The system went into a permanent reboot.
Iām not sure how exactly the two methods differ but I have had some failures replacing the ME Region before, so I figured replacing the BIOS region is the way to go.

I recently did exactly this for test purposes with the latest Huananzhi AD3 BIOS on my test system
Assuming that the descriptor and BIOS region has the needed flash support, you can of course just swap the ME region and test. Just pay attention that sizes must match exactly, as I had to do in this post with the X99-K9 ME region (āFFā padded up to the right size)
I got it working. It booted on the second try (waited 5 minutes). JGINYUE X99-8D4/2.5G Server ME 9.1.37.1000, zx-x99d4m 1.21 board. UefiTool 0.28 alone was unsuccessful; the board kept rebooting. Rebuilding with Fitc 9.1.10.1000 worked. Has anyone tried installing a higher ME version on c610/c612 chips?

I donāt know what motherboard you have (especially flash chip), or especially what you are trying to achieve here. But if I were you:
zx-x99d4m 1.21 2024 Bios ver 0.06 XMCQH128C. I tried the b2 black screen from your post, b1 constant restart (I havenāt tried the stock one). Can you tell me about ME 9.1.40.1000? It tells me that the Flash image tool 9.1.41.3024 even exists? If that doesnāt help, Iāll install the JGINYUE X99-8D4/2.5G. It works perfectly. Iāll have to keep looking for tools for SPS, which is unlikely. I want it to be compatible with the BIOS from the JGINYUE X99-8D4/2.5G and ME.
What exactly do you want to do with the ME Region? Have you tried to just swap the BIOS Region of stock BIOS with JGINYUEās one? I donāt think a newer ME version would be significantly different tho.
